You might remember last year when our groundbreaking investigation into the Bureau of Land Management's (BLM) Adoption Incentive Program (AIP) inspired an explosive exposé in the New York Times

The front page report led to massive public outrage and encouraged dozens of members of Congress to speak out, calling for the suspension of the disastrous program. The BLM took steps earlier this year to modify the AIP, but the changes it implemented did not address the core issue of the program: the cash incentives. 

Now, over a year later, I come to you today with our latest report on this failed program:

- 840 BLM-branded wild horses and burros were documented in kill pens over the last 19 months. Of the animals we obtained brand information for, 73% were confirmed to be adopted via the Adoption Incentive Program.

- 24 groups of related individuals have adopted multiple wild horses and burros to the same address, then flipped all the animals to kill pens as a group after receiving the full incentive payments.

- Numerous adopters have been identified on their second or even third round of AIP adoptions despite disposing of their previously adopted animals in kill pens. One group of related individuals netted $82,000 in federal incentive payments in this scheme. 

Enough is enough. The BLM's AIP slaughter pipeline MUST end, and that won't happen until the cash incentives do. We're releasing today's report to make the public, the media, and Congress aware of the atrocities happening at the hands of the BLM. 

We are proud of what we have accomplished so far, but we can't stop now. Thousands of America's wild horses and burros are at risk because of this program and the BLM's mass roundup plan that is placing hundreds, if not thousands, in danger of slaughter. They need us to keep fighting for their freedom and their lives.
